Romania: Energy Traders Europe's Concerns Regarding ANRE's New Licensing Requirements

This letter sets out Energy Traders Europe’s concerns regarding the revised licensing framework introduced by ANRE Order No. 83/2025 in Romania, which entered into force in January 2026 and applys as of June 2026. While recognising ANRE’s role in ensuring effective market supervision, the letter highlights concerns that requirements relating to local infrastructure and staffing will create barriers to entry, distort the level playing field for European market participants, and raise questions regarding compatibility with EU Internal Market principles.
